An issuer refers to a start-up or MSME raising financing on an ECF platform. The ECF operator evaluates the issuer's eligibility by assessing its business proposal, conducting background checks on the issuer, and verifying the accuracy of disclosure documents. These factors determine if the issuer meets the eligibility criteria to be hosted on the platform. Once approved, the issuer's campaign will be available on the ECF platform for investors to select and invest in.
